Portugal's Lobbying Transparency Regime — Executive Briefing

Objectives. In two hours, decision-makers gain a working command of the regime: what it regulates, who it captures, what the Transparency Register of Interest Representation (Registo de Transparência da Representação de Interesses — RTRI) requires, and where the risks lie for an organisation managed from outside Portugal.

Contents. The briefing covers the object and scope of the law, including its express application to foreign entities (Article 1(1)); the definition of interest representation and the exclusions (Article 2); the eight categories of Portuguese public entities (Article 3); the RTRI, its five registration categories and the declarations required (Articles 4, 5 and 13); the duties of registered entities and the conditioning of hearings on prior registration (Articles 7 and 8); the sanctions regime (Article 11); and the timeline, including the 60-day registration deadline for professional third-party representatives (Article 19(2)).

Audience. Heads of government affairs and public affairs, general counsel, chief compliance officers and senior managers who need to brief boards and allocate responsibility for Portuguese compliance.

RTRI Registration Workshop for International Teams

Objectives. A hands-on session that takes the team operationally responsible for registration through the process end to end, so that they can prepare a complete, correct submission and keep it current afterwards.

Contents. Working through practical exercises, participants map their organisation to the correct registration category (Article 13(3)); assemble the mandatory registration content field by field — entity identification, client enumeration for third-party representation, governing bodies and share capital, the person responsible, annual income and EU or public financial support (Article 5(1)); plan the 30-day update duty (Article 5(4)); and prepare the day-to-day duties that follow registration, including identification with the registration number in every institutional contact (Article 7(1)(e)).

Audience. Compliance officers, paralegals, consultancy account teams and anyone who will actually complete and maintain the registration from abroad.
