Official sources
The starting point for any serious compliance work is the authentic text. Law No. 5-A/2026 of 28 January (Lei n.º 5-A/2026, de 28 de janeiro) was published in the Diário da República, 1st series, Supplement, No. 19, and its full official text is available at diariodarepublica.pt. The Diário da República is Portugal’s official journal; only the Portuguese text published there is legally authoritative. The Assembleia da República (Portuguese Parliament), the institution under which the Transparency Register of Interest Representation (Registo de Transparência da Representação de Interesses — RTRI) operates, publishes parliamentary documentation and will host the register on its portal at parlamento.pt.
When citing the law in internal documents, use its full designation — Law No. 5-A/2026 of 28 January — together with the article and paragraph concerned; the article numbering used throughout this website follows the official text, so references can be checked directly against the Diário da República version.
English summaries on this website
For readers who work in English, this website maintains two structured entry points. This website is the international gateway of a Portuguese-language ecosystem dedicated to the regime. The central hub, lobbying.pt, concentrates editorial authority on compliance and accountability under the law. rtri.pt focuses on the act of registration itself; lobbyingmunicipal.pt covers interest representation before local government; and representacaodeinteresses.pt carries the specialised training catalogue in Portuguese.
Our own materials
We are preparing a set of proprietary materials in English for organisations approaching the regime from abroad, including a plain-language guide to registration and a compliance checklist: [guides in preparation — availability to be announced].
